Dear Twilio Hiring Team, Twilio sits at the infrastructure layer of how the world communicates — the platform that lets a startup send its first SMS verification and a Fortune 500 company orchestrate omnichannel customer journeys from the same API surface. That combination of developer accessibility and enterprise-grade reliability is something I have spent 12+ years building toward, most recently delivering Intuit's ICE platform from a fragmented set of microservices to 675M+ engagements in FY23. When I saw the Onboarding and Compliance PM role for Senders and Numbers, the fit was immediate: this is exactly the intersection of developer experience, regulated infrastructure, and scalable platform thinking where I do my best work. **Technical and Platform Foundation** My credibility here is grounded in shipping real platform infrastructure, not just roadmapping it. At Intuit, I owned the developer platform that underpinned QuickBooks, TurboTax, Mint, Mailchimp, and Credit Karma. I delivered the ICE Self-Service platform — DevPortal, GitOps configuration, and ICE Playground — that compressed developer onboarding from 2–3 weeks to minutes in pre-production and under 24 hours for production. That project required navigating compliance requirements across product lines, aligning engineering, security, and GTM stakeholders, and building a remediation program (MSaaS Drift Detection) to keep configurations in policy over time. I also extended Java and Python SDK Starter Kits with scaffolding templates, build configurations, and CI/CD integration so developers could reach production-ready microservices in minutes — the same developer-first thinking Twilio applies to its communications APIs. Before Intuit, at Splunk I owned Search Service (Go microservices), Search Catalog (PostgreSQL metadata), and SPL/SPL2 — building PRDs, user stories, and acceptance criteria for a cloud-native SaaS platform serving Fortune 500 customers. I designed a repeatable RICE-based prioritization framework across three microservice backlogs and delivered the Scheduler Service end-to-end in roughly four months. At Kaiser Permanente, I operated inside a heavily regulated enterprise, leading the rollout of Splunk Logging-as-a-Service at 1.7 TB daily volume across 200+ internal customers — an environment where compliance, uptime, and auditability were non-negotiable. **Why This Role** The Senders and Numbers onboarding problem is a classic platform PM challenge: telecommunications regulations are complex and jurisdiction-specific, yet customers need frictionless access to unlock Twilio's full API surface. Getting that balance wrong costs revenue on one side and regulatory exposure on the other. My background spans both sides — I have driven developer onboarding at scale and operated inside regulated enterprise environments — which is precisely the combination this role demands. What specifically excites me about this position is the mandate to make compliance a competitive advantage rather than a friction point. Twilio's business depends on developers trusting that registration workflows are correct and fast. Building streamlined, "lovable" onboarding experiences on top of rigorous compliance infrastructure is a product design challenge I find genuinely compelling, and it maps directly to the self-service and developer experience work I led at Intuit. **Selected Relevant Experience** - **ICE Self-Service Platform (Intuit):** Delivered DevPortal, GitOps config, and ICE Playground — reducing developer onboarding from 2–3 weeks to minutes in pre-prod and <24 hours for production; mitigated $1M+ in projected opex growth. - **675M+ ICE Engagements, 275% YoY Growth (Intuit):** Scaled platform throughput from 6K to 50K TPS via rSocket migration supporting ~1.5M concurrent connections with sub-25ms TP99 across QuickBooks, TurboTax, Mint, Mailchimp, and Credit Karma. - **SDK and Developer Tooling (Intuit):** Extended Java and Python SDK Starter Kits with scaffolding templates, Gradle/Maven build configurations, testing frameworks, and CI/CD integration — enabling zero-to-production-ready microservices in minutes. - **MSaaS Drift Detection and Resolution (Intuit):** Wrote Java JAR library to scan Git repos for configuration drift, partnered with Design on DevPortal UI, and built remediation roadmap using OpenRewrite — directly addressing compliance and configuration governance at scale. - **Enterprise-Wide Service Language Assessment (Intuit):** Conducted analysis across 9 languages using SQL and BigQuery usage data, synthesizing developer feedback into strategic investment decisions presented to the CTO — demonstrating the data-driven executive communication this role requires. - **Splunk Search Platform (Splunk):** Owned Go microservices, PostgreSQL metadata service, and SPL/SPL2; delivered Scheduler Service end-to-end in ~4 months; achieved up to 10x query performance improvements for a beta Fortune 500 customer. - **Logging-as-a-Service in Regulated Enterprise (Kaiser Permanente):** Led development and enterprise rollout of Splunk LaaS at 1.7 TB daily volume across 200+ internal customers, operating within strict compliance and capacity planning constraints across multiple datacenters. - **ICE Presence in Async Chat (Intuit):** Implemented feature generating $480K/month in additional invoicing, with Background-to-Foreground Messaging on iOS/Android at <100ms latency — demonstrating ability to connect platform investments to measurable revenue outcomes. **Closing** Twilio's mission — empowering developers to build the future of communications — requires that the foundational infrastructure, including how customers register and access Senders and Numbers, works with the same reliability and clarity as the APIs built on top of it. I have spent my career making complex platform infrastructure accessible to developers without sacrificing the compliance and operational rigor that enterprises and regulators require. I would welcome the opportunity to bring that experience to Twilio's Onboarding and Compliance team. Thank you for your consideration. **O.
